When an unrated player enters an IPTTC tournament the systems assigns her/him a mean based on her/his class and standard deviation of 350 which means that there is a lot of uncertainty.

Another rule could then apply to determine the means of new players: if there are more than 2/3 new (unrated) players in a tournament then the intial means for new players are decreased by 200.
The number of new players is computed by category: wheelchair women, wheelchair men, standing men and standing men.
This rule should not apply very often but it prevents from over rating new players that would enter a tournament with lots of local unrated players.
